The Regenerate Territories – Transform Tourism Line aims to boost the regeneration and transformation of the tourism sector in Portugal. This incentive offers financial support, capacity building, promotion, strategic partnerships and stimulation of sustainability. The program aims to strengthen the local economy, preserve cultural and natural heritage, and promote a more sustainable and attractive tourism.

The Regenerate Territories – Transform Tourism Line aims to boost the regeneration and transformation of the tourism sector in Portugal. This incentive offers financial support, capacity building, promotion, strategic partnerships and stimulation of sustainability. Incentive Conditions

  • The Regenerate Territories Line, one of the specific lines of the Transform Tourism programme, aims to support projects with the following typologies:
    • Creation of a Tourism Establishment/Activity;
    • Requalification of Tourism Establishment/Activity;
    • Urban Rehabilitation, Qualification;
    • Accessible Tourism, Sustainability.

  • Mainland Portugal, including the autonomous regions of Madeira and Azores.

  • Financial support of 30% of the value of the eligible expenses of the project with the following composition:
    • Public or private non-profit entities: 300.000 euros, non-refundable;
    • Companies: 150,000 euros, 50% non-reimbursable and 50% reimbursable, without interest, to be reimbursed within 7 years, including 2 grace periods.
  • Increases:
    • 20% – low density territories and cross-border projects;
    • 20% – projects that are part of collective efficiency strategies that, having an impact on tourism, are already recognised in the context of Portugal 2020 by the managing authorities of the operational programmes, as well as those that, for this effect, may be recognised by Turismo de Portugal, in accordance with the regulation to be approved and published by this Office.

  • Projects with the following composition and maximum limit:
    • Public entities or non-profit private entities: 300,000 euros.
    • Companies: 150.000 euros.

  • Eligible for this support are:
    • Projects that contribute to the main goals of the Transform Tourism Programme, strengthen the tourism attractiveness of the territories, adding value through the regeneration of the respective resources, develop innovative products/segments for the territory where they are installed;
    • Projects that stimulate decarbonised mobility or facilitate its adoption;
    • The following are eligible for this support;
    • Projects that contribute to the objectives of the Transformar Turismo Programme, strengthen the tourism attractiveness of the territories, adding value through the regeneration of the respective resources, develop innovative products/segments for the territory where they are installed;
    • Projects that stimulate decarbonised mobility or facilitate its adoption.

  • Expenses directly related to the implementation of the project:
    • Studies, projects and technical assistance, as well as external supervision of the implementation of the investments, up to a limit of 10 % of the total value of the eligible expenses;
    • Construction and adaptation works;
    • Acquisition of goods and equipment;
    • Acquisition of information systems, software and computer equipment to obtain analytical data;
    • Implementation of platforms to increase interaction and collaborative connection;
    • Interventions to increase physical and communicational accessibility for all
    • Marketing actions that aim at the commercialisation of the offer;
    • Obtaining certification in the sustainability area, such as ISO 14001, European Union Eco-label, Green Key or EMAS – Eco-Management and Audit Scheme;
    • Specialised consultancy services for the definition of the sustainability strategy to be implemented;
    • Intervention of external auditors or certified accountants, in the context of the project’s development.

  • Company to be incorporated, Company with less than 2 years (SME), Company with 2 or more years (SME).

Incentive Conditions

The Regenerate Territories Line, one of the specific lines of the Transform Tourism programme, aims to support projects with the following typologies:
Creation of a Tourism Establishment/Activity;
Requalification of Tourism Establishment/Activity;
Urban Rehabilitation, Qualification;
Accessible Tourism, Sustainability.
