Hiring Support
AVANÇAR is an IEFP programme that aims to stimulate the hiring of unemployed young people registered with the IEFP with higher level qualifications. This support consists of granting the employer financial support combined with the payment of social security contributions for the first year of the supported employment contracts.

Incentive Conditions
- The Avançar – IEFP programme consists of granting employers financial support for the full-time, open-ended hiring of unemployed young people, registered with the IEFP, with higher-level qualifications, and whose remuneration established in the employment contract is equal to or greater than 1330 euros, combined with financial support for the payment of social security contributions, in the first year of the supported employment contracts.
- National Territory
- Natural or legal person, of a private legal nature, whether profit-making or not.
- Young unemployed people registered with the IEFP, aged 35 or under and with a qualification at level 5, 6, 7 or 8 of the National Qualifications Framework.
- 8 647.74 euros – Simple support without any surcharge.
- 10 665.55 – With an increase for hiring a young person with a disability.
- 10,089.03 euros – With an increase for being located in inland areas.
- 10 089,03 euros – With an increase for being a party to an IRCT.
- 10 089,03 euros – With an increase for hiring a young person in a DLD situation.
- 10 377.29 euros – With an increase for professions with a gender underrepresentation.
- 12,395.10 euros – Maximum support (with an increase for hiring young people with disabilities + an increase for gender equality).
- Financial support for the payment of social security contributions, corresponding to half the amount of the employer’s contributions during the first year of the contract, not exceeding 7 times the IAS (€3,363.01).
- Note: The amount of financial support is calculated taking into account the basic salary established in the contract to be supported and with reference to a period of 14 months.
- Corresponding to €150 per month during the first year of the employment contract.
- Note: This support is only granted in cases where the basic salary established in the employment contract does not exceed 4 times the minimum guaranteed salary (€3,040.00).
- Provide vocational training adjusted to the skills required by the job, in one of the following ways:
- On-the-job training tailored to the skills of the job, for a minimum period of 12 months, accompanied by a tutor appointed by the employer;
- Training tailored to the skills of the job, in a certified training organization, with a minimum workload of 50 hours, carried out, whenever possible, during normal working hours.
- The advertising and registration of a job offer, on this portal, signaled with the intention of applying to the AVANÇAR programme (see also “application”, below);
- The signing of an open-ended full-time employment contract with a base salary equal to or greater than 1330 euros with an unemployed young person registered with the IEFP;
- Net job creation (*) and maintaining the level of employment achieved through the support for at least 24 months from the first month of the supported contract;
- Vocational training during the duration of the support;
- Compliance with the provisions of the respective collective labour regulation instrument, namely in determining the remuneration offered in the contract, where applicable.
- Note: The employment contract may be concluded before the application is submitted, provided it is on a date after the job offer has been registered on this portal.
- Employment contracts concluded between an employer or an entity belonging to the same business group and an unemployed young person who was linked to them by an employment contract immediately before becoming unemployed are not eligible, except when the unemployment situation occurred more than 12 months ago or when the employment contract was concluded under the scheme for young people on school holidays, provided for in the Code of Contributory Schemes of the Social Security Welfare System.
- Be registered on this portal and have subscribed to the IEFP’s electronic notification service on it;
- Have a bank account in their own name;
- Not be in default with regard to financial support granted by the IEFP.
Incentive Conditions
