This support is aimed at promoting employment and entrepreneurship in the Algarve region. Eligible actions include the creation of one’s own job through the creation of companies, the creation of new, permanent jobs associated with the creation of new companies or the expansion of existing companies and the creation of new, permanent jobs in social economy organizations.

Incentive Conditions

  • The following actions are eligible:
    • a) Creation of own employment through business start-ups;
    • b) Creation of new open-ended jobs associated with the creation of new companies or the expansion of existing companies;
    • c) Creation of new open-ended jobs in social economy organizations.
  • Within the scope of this Call, priority will be given to the creation of jobs in the sectors most relevant to the Algarve’s regional smart specialization strategy (EREI/RIS3).
  • Algarve (NUTS II).
  • Up to 60% Lost Fund
  • The following are eligible for support
    • a) Micro, small and medium-sized enterprises;
    • b) Social economy organizations:
      • Co-operatives;
      • Mutualist associations;
      • Mercy organizations;
      • Foundations;
      • Private social solidarity institutions not covered by the previous paragraphs;
      • Associations with altruistic purposes that operate in the cultural, recreational, sporting and local development spheres;
      • Entities covered by the community and self-management sub-sectors, integrated under the terms of the Constitution into the co-operative and social sector;
      • Other organizations with legal personalities that respect the guiding principles of the social economy.
  • Eligible beneficiaries are not companies that, regardless of their size, take the form of a sole proprietor or an individual limited liability establishment. Service providers or self-employed professionals are also not eligible beneficiaries.
  • Eligible recipients of this type of operation are jobseekers, including young people, the long-term unemployed or inactive people, people who want to create their own jobs and people who want to move to low-density areas to work.
  • As far as the sectoral scope is concerned, sectoral eligibility will be assessed by reference to the CAE of the operation, as well as the list of CAEs eligible for funding under de minimis aid, from the Central Registry of De Minimis Aid.
  • Operations in all economic activities are eligible, with the exception of those that include:
    • a) The fisheries and aquaculture sector;
    • b) The primary agricultural production and forestry sector;
    • c) The sector of processing and marketing of agricultural products listed in Annex I to the Treaty on the Functioning of the European Union, published in the Official Journal of the European Union (OJEU) of 7 June 2016, and processing and marketing of forestry products;
    • d) Projects to diversify activities on agricultural holdings, under the terms of the Partnership Agreement;
    • e) Projects that focus on the following activities set out in the CAE:
      • i) Finance and insurance – divisions 64 to 66 of section K;
      • ii) Defence – subclasses 25402, of class 2540, of group 254, of division 25, of section C; subclass 30400, of class 3040, of group 304, of division 30 of section C; subclass 84220, of class 8422, of group 842, of division 84 of section O;
      • (iii) Lotteries and other betting games – division 92 of section R.
  • Support is given as follows:
    • a) Through the Unit Cost for Direct Staff Costs (CDP), direct staff costs are financed (cost per hour of labor, in functions directly related to the implementation of the operation)  60%.
    • b) By applying a flat rate of 60 per cent to the costs referred to in the previous paragraph (CDP Unit Cost), the remaining categories of costs associated with job creation are financed (direct costs, except staff costs, and indirect costs).
  • Through the unit cost and the application of the flat rate, all the eligible costs of the operation are financed, namely:
    • Staff costs related to the operation;
    • Investments in tangible and intangible assets;
    • Rents, leases and amortizations;
    • Direct costs of preparation, development, monitoring and evaluation;
    • General costs of the operation.
    • A Simplified Cost Option applies to this call for proposals (Annex C-4 of the Notice).
