This PRR support aims to respond to Digital Transformation covering various sectoral areas such as the Economy and Digital Transition, Employment, Internationalisation and Modernisation of the State, among others. This grant aims to stimulate the digital transition of micro, small and medium-sized enterprises with commercial activity and offer a system of financial incentives to help companies invest in technology and strengthen their digital presence, adapting the business to the challenges of the digital age.

Incentive Conditions

  • The aim of the aforementioned component is to respond to the challenge of Digital Transformation, covering various sectoral areas such as Economy and Digital Transition, Employment, Internationalisation and Modernisation of the State, among others. Specifically, the “Digital Commerce Accelerators” project aims to:
    • Stimulate the digital transition of micro, small and medium-sized enterprises with commercial activity.
    • Create 25 local or regional accelerators to support the digitalisation of 30,000 companies.
    • Offer a system of financial incentives to help companies invest in technology and strengthen their digital presence.
    • Assess the digital maturity of companies, propose a digital transition plan and accompany economic operators in commerce with proximity services.
    • To help companies create or strengthen their digital presence and adapt their business model to the digital age.
  • This call for tenders applies to all the NUTS II regions of Portugal.
  • Within the scope of this Call, the incentive system available is associated with the Digital Commerce Accelerators measure, and an incentive of up to €2,000.00 will be made available for each beneficiary company that uses the Catalog.
  • Suppliers applying for accreditation must submit proposals in the following service areas:
    • Digital marketing: services aimed at attracting new business and promoting a digital presence or developing a company’s online identity;
    • Collaborative work and smart business: services aimed at increasing the efficiency of companies through the adoption of technology in their processes and/or aimed at increasing the use/capture of data for their business;
    • Supply and Logistics: implementation of digital technologies aimed at improving the efficiency of supply chain management and the logistics area of companies;
    • Management and Customer Relations: services aimed at creating and managing relationships with companies’ customers;
    • Safer business: services with cybersecurity solutions that increase protection of the company’s environment;
    • Digital Markets: services for companies to join and/or establish a presence in digital markets in order to expand sales channels and new customers;
    • Digital Payments: services that speed up and facilitate payments in digital format, improving the customer experience – Hosting Services: services that contain hosting solutions in data centers for digital applications.
  • Commercial companies that cumulatively meet the following requirements are admitted under this notice to be accredited suppliers and to be able to make services available in the Catalog:
    • Be legally constituted;
    • Have a regularized tax and social security situation;
    • Have organized accounts in accordance with the applicable legislation;
    • Have an average turnover of 500,000 euros or more over the last three financial years, attesting to this by submitting the IES Declaration. In the case of companies with registered offices in the Portuguese autonomous regions, the average turnover must be equal to or greater than 250 thousand euros.
    • Carry out an economic activity within the scope of the following CAE: 47; 61; 62 ; 63;
    • Have three years’ demonstrable experience in at least one of the aforementioned CAEs;
    • Have a staff made up of at least 3 human resources (not including trainees, self-employed workers, contractors, external consultants and unpaid managing partners), proven through the Social Security pay statements for December 2022 and the month prior to the date of application.
    • Have their situation regularized in terms of carrying out their activity in the territory covered by the type of operations and investments they are applying for, including compliance with applicable EU and national environmental legislation. If applicable, projects that require industrial and/or environmental licensing.
    • Have, or be able to ensure until the application is approved, the technical, physical and financial means and human resources necessary to carry out the operation;
    • Have their situation regularized with regard to repayments under the ESI Funds;
    • Declare and prove that they are not a “company in difficulty”.
    • Declare that it is not a company subject to a recovery order.
    • Do not own or have owned more than 50 per cent of the capital of a company that has not complied with a notice to return support under an operation supported by European funds, by you or your spouse, who is not separated, or by your ascendants and descendants up to the first degree, or by anyone living with you in conditions similar to those of your spouse.
  • A1. Presentation of a security and cybersecurity self-assessment and respective mitigation measures.
  • A2. Declaration of compliance with the DNSH principle.
  • A3. Presentation of the Service Level Agreements (SLAs) for each package of services to be made available in the Catalogue; the SLAs must specify the time taken to implement the services once they have been awarded.
  • A4. Prior definition of the evidence of execution of the services or service packages to be provided to the beneficiaries.
  • A5. Where applicable, the products and/or services proposed must use the Cloud (Software as a Service), and applicants must justify the reason for not using it, if applicable.
  • A6. Where applicable, the services proposed must guarantee good international interoperability practices and guarantee the absence of vendor lock-in.
  • A7. The commercial proposal for services or service packages must fall into one of the three price categories (€500.00; €1,000.00 and €1,500.00)2 , and for eligibility purposes applicants must submit at least one proposal for services or service packages in each price category.
  • A8. The services or service packages must fall within one or more of the service areas mentioned in this Notice.
  • The target audience for the services to be made available in this first phase of the Catalog are micro, small and medium-sized enterprises in the following EACs:
    • 45: Trade, maintenance and repair of motor vehicles and motorbikes;
    • 46: Wholesale trade (including agents), except of motor vehicles and motorbikes;
    • 47: Retail trade, except motor vehicles and motorbikes;
    • 56: Catering and similar;
    • 79: Travel agencies, tour operators, other reservation services and related activities (with establishment);
    • 95: Repair of computers and personal and household goods;
    • 96: Other personal service activities.
