Incentive Conditions

  • The purpose of the Growing with Tourism Support Program is to foster the sustainable development of territories, with a special focus on social and environmental responsibility, as well as on the qualification, innovation and enhancement of tourism resources, reinforcing the role of tourism as a driver of social cohesion and economic growth.
  • The operations to be supported must contribute to:
    • Strengthen the tourism competitiveness of the territories and add value to them by enhancing and regenerating their resources, qualifying their assets and agents, reducing their vulnerability to the effects of climate change, increasing the physical and communicational accessibility of the offer, as well as developing integrated offer networks and tourism products that demonstrate a high potential for creating value;
    • Promote intelligent management of cities and territories, in particular to ensure knowledge of the territory, management of the respective flows, increased levels of connectivity to ensure integrated management of assets and resources in the territory, and the promotion of intelligent and sustainable mobility;
    • Encouraging the development of social innovation projects with value for tourism, which promote increasingly sustainable social development models in tourist destinations, with a positive impact on territories and local communities, and with the potential to continually promote tourism as a factor of inclusion and social cohesion. This program repeals the +Interior Tourism Line.
  • The entire national territory.
  • The funding rate for projects is 60%.
  • The following increases are added to the base rate of 60%:
    • 20 % in the case of projects located in low-density territories;
    • 10% in the case of projects integrated into collective efficiency strategies approved in the context of the development of Portugal 2030 by the respective regional authorities with competence for this purpose.
  • The support granted is non-reimbursable and has a maximum limit of 400,000 euros, per project or per beneficiary in the case of joint applications, promoted by public entities or non-profit organizations.
  • In the case of support for companies, the non-reimbursable component has a maximum value of 200,000 euros.
  • The limits set for the non-reimbursable component may be increased, at the request of the beneficiary, by a reimbursable component of up to 1 million euros.
  • Repayment Conditions and Guarantees
    • 7-year repayment period, including a 2-year grace period.
  • Micro, small or medium-sized enterprises (SMEs), provided that they are part of the aforementioned social innovation projects or projects that are part of collective efficiency strategies approved in the context of the development of Portugal 2030.
  • Public entities, including those in whose management central, regional and local government entities hold a dominant position;
  • Private non-profit organizations whose mission is the development of territories and local communities, as well as, in the context of the development of social innovation projects with value for tourism, national social economy entities that are private social solidarity institutions or equivalent non-profit organizations that have been in operation for more than three years;
  • Studies, projects and technical assistance, as well as external supervision of the implementation of investments, up to a limit of 10% of the total value of eligible expenditure;
  • Construction and adaptation works;
  • Acquisition of goods and equipment;
  • Acquisition of information systems, software and computer equipment to obtain analytical data on a supra-municipal scale;
  • Acquisition or development of systems and technological platforms that enable the provision of data in open format, as well as its automated use, on a supra-municipal scale;
  • Implementation of infrastructures and technology, including the acquisition of hardware and software, particularly in the field of monitoring flows, managing reservations, promoting smooth mobility and improving the tourist experience;
  • Interventions to increase physical and communicational accessibility for all;
  • Information and/or communication supports, preferably digital, multi-lingual, including the development of content, website, signage and technological tools to support the tourist experience, provided that accessibility is guaranteed for people with sensory limitations;
  • Expenditure on actions associated with training and qualification of human resources, whenever they cannot, justifiably, be promoted directly by Turismo de Portugal, I.P., through its hotel and tourism schools;
  • Marketing actions aimed at commercializing the offer;
  • Obtaining certifications in the area of quality, sustainability and accessibility, and the respective procedures for adapting organizations;
  • The provision of professional services by third parties, including technical and scientific assistance and consultancy, for the period strictly necessary for the development of the project;
  • Training and capacity-building actions for the development and implementation of the project;
  • Intervention by external auditors or certified accountants in the context of project development.
