Hiring Support

With the aim of promoting employment and professional qualifications, the Employment + Talent measure consists of providing employers with financial support for the full-time, open-ended hiring of young unemployed people who are registered with the IEFP or who have emigrated permanently for at least 12 months and have a higher-level qualification.

Incentive Conditions

  • The Employment + Talent measure consists of granting employers financial support for the full-time hiring of unemployed young people, registered with the IEFP, or who have emigrated permanently for at least 12 months, with a higher education qualification, and whose remuneration established in the employment contract is equal to or higher than the entry level remuneration of a graduate in the general career of senior technician in the Public Administration, which corresponds, in 2024, to €1,385.98.
  • Objectives:
    • Attract and retain the talent of qualified young people;
    • Promote the improvement and quality of employment, encouraging more stable employment relationships and the setting of salaries commensurate with young people’s qualifications;
    • Prevent and combat youth unemployment and encourage the hiring of qualified young people, fostering and supporting the net creation of jobs;
    • Encouraging young emigrants to return and settle in Portugal.
  • Mainland Portugal.
  • The financial support for hiring corresponds to 18 times the value of the IAS*, which may be increased by 35% in the following situations:
    • Hiring a young person with a disability;
    • Hiring a long-term unemployed young person;
    • Job located in inland areas;
    • Hiring an unemployed person of the under-represented sex in a given profession where there is no 33.3% representation of one of the sexes and who appears on a specific list published by the IEFP.
  • Payment of the financial support to the employer is made after submission of the acceptance form to the IEFP, in three installments, as follows:
    • 40% of the financial support is paid after all the supported employment contracts have come into force, within a maximum of 20 working days after they have been submitted to the IEFP;
    • 40% of the financial support is paid in the thirteenth month of the last contract started;
    • 20% of the financial support is paid in the month following the calendar month in which the 24th month of the last contract started is completed.
  • Natural or legal persons, of a private legal nature, whether profit-making or not.
  • Young unemployed people registered with the IEFP or who have emigrated permanently for at least 12 months, aged 35 or under and with a level of qualification equal to or higher than level 6 of the NQF.

Incentive Conditions

The Employment + Talent measure consists of granting employers financial support for the full-time hiring of unemployed young people, registered with the IEFP, or who have emigrated permanently for at least 12 months, with a higher education qualification, and whose remuneration established in the employment contract is equal to or higher than the entry level remuneration of a graduate in the general career of senior technician in the Public Administration, which corresponds, in 2024, to €1,385.98.
