This support aims to promote the afforestation of non-agricultural land by installing forest stands on non-agricultural land. The support is aimed at natural and legal persons who own non-agricultural land, namely local authorities and associations.

Incentive Conditions

  • Promoting the afforestation of non-agricultural land – The intervention typologies to be supported refer to tangible and intangible investments at the level of establishing forest stands on non-agricultural land.
  • Mainland Portugal.
  • Lost Fund between 75% and 85%.
  • Maximum eligible investment limit of EUR 2 000 000 per FIZ, per piece of common land, for collective forest management bodies and public collective bodies, per national forest and per forest perimeter managed by the Instituto da Conservação da Natureza e das Florestas, I. P,
  • Maximum eligible investment limit of EUR 1 000 000 for other beneficiaries.
  • Natural or legal persons of a private nature, local authorities and their associations, and wasteland management bodies holding non-agricultural land, as well as central public administration bodies managing non-agricultural land when they are not its owners.
  • Establishment of forests on agricultural and non-agricultural land:
    • Establishment of forest stands through sowing, planting or taking advantage of natural regeneration;
    • Irrigation of installed plants during the first two years;
    • Soil treatment for the improvement of its physical, chemical and biological characteristics;
    • Acquisition and installation of individual plant protections to improve microclimatic conditions or reconcile the afforestation with the presence of livestock or wildlife;
    • Acquisition and installation of fences to protect stands against the action of livestock or wild fauna;
    • Construction and maintenance of the road and division network within the intervention area, as a supplementary expense limited to 40%.
  • Elaboration of the Forestry Management Plan
    • Elaboration of the PGF, when associated to the investment.
  • Applicable to all typologies
    • Elaboration and follow-up of the investment project or other previous studies, including digital cartography, up to:
      • 5 % of the eligible expenditure and up to a maximum of EUR 6 000; or
      • 3 % of the eligible expenditure and a maximum of EUR 4 000, when the operation includes the cost of drawing up the FMP.
  • Other:
    • Contributions in kind may constitute eligible expenditure, according to the scales set out in technical regulations;
    • The personnel expenses constitute eligible expenses under conditions to be defined in the Specific Technical Guidance (TOR)
    • Feasibility and engineering studies related to investments, studies preparation and FMP preparation may be eligible expenses, if carried out up to six months before the application submission date.
  • Entities or individuals wishing to reforest agriculture and non-agricultural land for exploitation or other activity.
