With 100 per cent funding of eligible costs, the aim of this support is to provide innovative social responses to communities in the municipalities of the Porto metropolitan area through collaborative projects with public business entities.

Incentive Conditions

  • The aim is to facilitate the innovative process in the social field, aligning it with the interests of the communities of the AMP, mobilizing the technical teams of the Municipalities in collaborative innovation processes with the respective impact ecosystems, in order to:
    • i. ensure that the innovation effort materializes in real impacts in the metropolitan context, in the generation of public interest and in the quality of life of the people who live there;
    • ii. understand the innovative process based on transversality and collaboration between different disciplines and agents;
    • iii. and test solutions in real contexts, with the aim of validating their interest for users, beneficiaries and partners, in short, for local communities.
  • In addition to meeting the challenges set out above, projects must contribute to achieving the PACD-AMP’s Strategic Objectives and fall within the priorities set out in the Action Lines listed below:
    • O1. Reduce poverty and exclusion by promoting access to housing, public space and services, health and well-being and quality of life.
      • LA1. Qualify residential areas and increase territorial identification;
      • LA2. Enhance communities and the experience of space through sustainability;
      • LA3. Promote healthy lifestyles and safe living;
      • LA4. Ensuring access to public services and improving social responses;
    • O2. Enhance and expand skills and increase community resilience:
      • LA5. Support and promote learning and entrepreneurial communities;
      • LA6. Promoting digital skills, combating info-exclusion and fostering inclusion;
      • LA7. Valuing local knowledge, creativity and civic and cultural participation.
    • O3. Promote and qualify resources and institutional partnerships for inclusion and social innovation:
      • LA8. Strengthen and empower the associative and institutional fabric;
      • LA9. Inducing experimentation and the development of transformative solutions and approaches.
  • NUT III – Porto Metropolitan Area, in accordance with the Intervention Territories defined in the Action Plan for the Disadvantaged Communities of the AMP approved by the Recovering Portugal Mission Structure, namely:
    • A. AMP Litoral Norte: Matosinhos; Vila do Conde and Póvoa de Varzim
    • B. AMP Interior-Norte: Maia, Santo Tirso and Trofa.
    • C. Eastern AMP: Paredes and Valongo
    • D. Central-Eastern AMP: Gondomar and Porto
    • E. Central-South MPA: Espinho and Vila Nova de Gaia
    • F. AMP South: Arouca; Oliveira de Azeméis; Santa Maria da Feira; São João da Madeira and Vale de Cambra.
  • Funding is 100% of eligible costs.
  • The Final Beneficiaries must fall into one of the following categories:
    • a) Municipalities in the Porto Metropolitan Area;
    • b) Public business entities.
  • The following types of expenditure are eligible
    • a) Machinery, equipment and hardware;
    • b) Other tangible fixed assets essential to the project’s implementation;
    • c) Software and platform development services;
    • d) Studies and projects;
    • e) Research and development costs;
    • f) Other intangible assets essential to the project’s implementation;
    • g) Consultancy and technical assistance services, including, for example, the hiring of service providers such as designers, consultants, project managers, evaluators, promoters of social, economic and cultural actions, etc;
    • h) Other miscellaneous expenses and services;
    • i) Training costs;
    • j) Promotion and dissemination costs.
