Incentive Conditions
- Interventions that contribute to promoting civil protection and integrated risk management to mitigate the consequences of climate change and its impact on the territory, reinforcing the capacity for prevention, warning and rescue, within the scope of civil protection, with the reinforcement of means of the Authorities and forces of permanent commitment of Civil Protection within the scope of the integrated system of Protection and Relief Operations (SIOPS) and actions to implement the new Integrated Rural Fire Management System (SGIFR).
- Actions covered:
- a) Acquisition of means of collective use and systems for prevention, decision support, fighting rural fires, namely vehicles or heavy machinery.
- b) Actions to implement the new Integrated Rural Fire Management System (SGIFR);
- c) Development of risk prevention and management plans, and interventions in the infrastructure network to strengthen operations, information, awareness and training in the management of Protection and Relief Operations;
- d) Information, surveillance and monitoring systems, mapping of risk zones and manuals for procedures and operational decision support.

- Up to 60% non-repayable.
- Beneficiaries are municipalities and their associations.
- Have a total cost of more than 200,000 euros.
- Eligible expenses are those approved under this call for tenders, resulting from the actual costs incurred in carrying out the operation, namely:
- a) Acquisition of operational protection and rescue vehicles;
- b) Acquisition of services for forestry work and acquisition of heavy machinery and vehicles with a view to setting up the forest fire protection network;
- c) Acquisition of means and equipment to respond to serious accidents and disasters;
- d) Acquisition of goods and services to implement the operational objectives of the National Strategy for Preventive Civil Protection 2030, namely with a view to developing and applying new technologies and software, remote control devices for monitoring risks, systems for alerting and warning the population, technical consultancy for drawing up risk assessments and emergency plans, uploading data and digitizing documents; civil protection and restoring accessibility and services affected by the construction of infrastructures.
- f) Within the scope of the types of operation provided for in Article 37(1)(c), support for the construction and upgrading of fire stations is also eligible, in the context of interventions in the infrastructure network for operational reinforcement of risk prevention and management.
- g) Acquisition of services for the preparation of studies, architectural and engineering projects directly linked to the operations envisaged as eligible and a priority within the scope of the “Aims and Objectives” described in this Notice;
- h) Civil construction and other engineering work;
- i) Acquisition of site supervision and safety coordination services;
- j) Price revision resulting from the applicable legislation and the works contract, affecting the value of the work actually carried out;
- k) Tests and trials;
- l) Acquisition of equipment, monitoring, information, technological and software systems that are indispensable to the “Aims and Objectives” described in this Notice;
- m) Non-recoverable value added tax (VAT) applicable to the eligible costs calculated;
- n) For operations with an eligible cost of more than €500,000.00, the cost of making a video, lasting no less than one minute, to present the operation, its objectives and results, with the assignment of copyright to the funding bodies, is eligible.
Incentive Conditions
Interventions that contribute to promoting civil protection and integrated risk management to mitigate the consequences of climate change and its impact on the territory, reinforcing the capacity for prevention, warning and rescue, within the scope of civil protection, with the reinforcement of means of the Authorities and forces of permanent commitment of Civil Protection within the scope of the integrated system of Protection and Relief Operations (SIOPS) and actions to implement the new Integrated Rural Fire Management System (SGIFR).
Actions covered:
a) Acquisition of means of collective use and systems for prevention, decision support, fighting rural fires, namely vehicles or heavy machinery.
b) Actions to implement the new Integrated Rural Fire Management System (SGIFR);
c) Development of risk prevention and management plans, and interventions in the infrastructure network to strengthen operations, information, awareness and training in the management of Protection and Relief Operations;
d) Information, surveillance and monitoring systems, mapping of risk zones and manuals for procedures and operational decision support.

Have a total cost of more than 200,000 euros.
Eligible expenses are those approved under this call for tenders, resulting from the actual costs incurred in carrying out the operation, namely:
a) Acquisition of operational protection and rescue vehicles;

c) Acquisition of means and equipment to respond to serious accidents and disasters;
d) Acquisition of goods and services to implement the operational objectives of the National Strategy for Preventive Civil Protection 2030, namely with a view to developing and applying new technologies and software, remote control devices for monitoring risks, systems for alerting and warning the population, technical consultancy for drawing up risk assessments and emergency plans, uploading data and digitizing documents; civil protection and restoring accessibility and services affected by the construction of infrastructures.
