Aimed at SMEs in any sector, this incentive is designed to support individual projects or projects in co-promotion in order to promote national co-financing for Portuguese organisations taking part in European research and development projects.

Incentive Conditions
- Operations that integrate industrial research and/or experimental development activities leading to the creation of new products, processes or systems or the introduction of significant improvements to existing products, processes or systems are eligible for support.
- Operations with Portuguese entities promoted within the scope of the following European initiatives of the EUREKA Network should be covered:
- Cluster projects and EUREKA Network projects (including projects participating in GLOBALSTARS calls and Multilateral calls);
- EUROSTARS programme, of the European Innovative SMEs Partnership of the EUREKA Network.
- Mainland Portugal.
- Note: In the case of applications submitted in co-promotion, ENESII are also beneficiaries, including those in the autonomous regions of the Azores and Madeira, in the case of operations funded by the Innovation and Digital Transition Programme.
- Micro, small and medium-sized enterprises (SMEs) and small mid-cap companies, of any nature and in any legal form, with organized accounts.
- Note: In co-promoted applications, non-business entities in the research and innovation system (ENESII) are also beneficiaries, including those in the autonomous regions of the Azores and Madeira, in the case of operations funded by the Innovation and Digital Transition Programme.
- Innovation and Digital Transition Programme (PITD): 80% co-financing.
- Northern Regional Programme (PR): 80% co-financing.
- Centro Regional Programme (PR): 80% co-financing.
- Lisbon Regional Programme (RP): 40% co-financing.
- Alentejo Regional Programme (PR): 80% co-financing.
- Algarve Regional Programme (PR): 80% co-financing.
- A. For investments located in the less developed NUTS II North, Centre and Alentejo regions:
- a. The PITD (COMPETE 2030) finances operations located in more than one region (multi-region) and individual operations or in co-promotion with a total investment of more than €1,000,000;
- b. The Regional Programmes finance mono-regional operations with a total investment of €1,000,000 or less located in their respective regions.
- B. The financing of investments located in the Lisbon and Algarve regions is provided by the respective Regional Programme.
- C. In the case of investments located in a NUTS II North, Centre or Alentejo region in co-promotion with investments located in a NUTS II Lisbon and Algarve region, the components of the less developed regions, regardless of the value of the investment will be ensured by the PITD and the investments located in the European Funds closest to you.
- a. Costs of the beneficiary’s technical staff dedicated to R&D activities and salary costs of hiring human resources, including teleworking, for R&D activities, as well as costs of grant holders and employees on assignment or secondment, whose remuneration is borne by the beneficiary, or also assignments or secondments regulated by prior agreement, provided that they come from institutions in which the beneficiary has a stake or in which it holds capital; In projects funded by PR Norte, with regard to the allocation of costs with technical staff, grant holders or workers on assignment or secondment who are teleworking, only costs incurred within the territorial scope of intervention of the Funding Programme (NUTS II North) are considered eligible, depending on the residence of the technicians allocated to the project;
- b. Costs incurred with the acquisition of patents from external sources or licensed by them, at market prices, which result in their effective endogenization by the beneficiary;
- c. Costs of raw materials and consumables;
- d. Components needed to build pilot or experimental and/or demonstration facilities and to build prototypes;
- e. Costs for the acquisition of services from third parties, including technical and scientific assistance and consultancy, as well as costs arising from the use of electronic platforms for open innovation and crowdsourcing, which arise directly from the operation;
- f. Costs for the acquisition of instruments, technical-scientific equipment and specific software proven to be necessary for the realization of the operation;
- g. Costs associated with applying for patents, utility models, designs or models, including taxes, fees and other related expenses;
- h. Costs of promoting and publicizing the results of the operation to the end-user sector or target companies, including registration and rental of spaces abroad, excluding running costs and/or costs of a commercial nature;
- i. Travel and subsistence directly attributable to the operation and demonstrably necessary for its realization, excluding travel for contacts and other commercial purposes;
- j. Costs of the certification process for the research, development and innovation management system certified in accordance with NP 4457:2007, as well as the costs of the intervention of a technical-scientific auditor, when applicable, and the costs of the intervention of a Certified Accountant or Chartered Accountant in validating the expenditure of payment requests;
- k. Indirect costs.
