Brussels approves sixth RRP payment: New opportunities for SMEs in the areas of digitalisation, sustainability and business innovation.

The European Commission has approved the preliminary positive assessment of Portugal's 6th PRR (Recovery and Resilience Plan) payment request, totalling 1.34 billion euros, of which 851 million euros are grants (non-reimbursable direct support) and 485 million euros are loans. This payment will be made after the opinion of the Economic and Financial Committee, which is expected in the next four weeks. When finalised, Portugal will have received 57% of the PRR's total allocation.

This payment will be made after the opinion of the Economic and Financial Committee, which is expected in the next four weeks. When finalised, Portugal will have received 57% of the PRR's total allocation.

The amount approved includes grants and loans that can benefit SMEs, especially in areas such as:

  • Reforms and support linked to innovation, digitalisation and sustainability
  • Incentives for energy efficiency, hydrogen and renewable energies
  • Measures to strengthen the business environment and economic justice

The sixth request for payment now includes the implementation of seven reforms and 22 investments in areas such as health, social responses, business capitalisation and innovation, energy efficiency, hydrogen and renewables, the quality and sustainability of public finances, economic justice and the business environment, the efficiency of public administration and educational and pedagogical innovation.

Flexibility in implementing the RRP
Although some projects (such as electric ferries or the Odivelas-Loures metro) were excluded from the RRP and absorbed by the Environmental Fund, they were replaced by other milestones and targets, maintaining the volume of funding - an opportunity to redirect support to more viable initiatives where SMEs can play an active role.

Commitment to efficient implementation
This sixth payment reinforces confidence in the plan and opens up new funding opportunities for SMEs, in a context of economic recovery and business modernisation. The government is reaffirming its commitment to the transparent and swift implementation of the RRP - which is promising for SMEs wishing to access support in the short/medium term.
SMEs should keep an eye out for new calls for tenders and notices under the RRP, particularly in the areas of:

  • Technological and digital innovation
  • Energy transition
  • Capital reinforcement and productive investment
