Hiring Support

Estágios INICIAR is an IEFP measure aimed at supporting hiring, promoting employment and getting young people and unemployed people with level 4 or 5 qualifications into companies. The Grant provides for a contribution of up to 80 per cent for the entities promoting the measure.

Incentive Conditions

  • Internships lasting 6 months, which cannot be extended, with a view to promoting the integration of young people and other unemployed people with NQF level 4 or 5 qualifications.
  • Objectives:
    • To promote the professional integration of unemployed people into the labour market, through the development of work experience;
    • To improve the transition mechanisms between the vocational education and training system and their suitability for the labour market, boosting their employability in companies;
    • Promote the increase and improvement of people’s qualifications.
  • Continental Portugal
  • For trainees
    • Monthly internship grant of the following amounts:
      • 1.7 IAS* – level 4: 865.74 €
      • 1,8 IAS – level 5: 916,67 €
      • Meal or food allowance
      • Work accident insurance
  • For the promoting organizations
    • The financial contribution from the IEFP is based on unit costs, per month and per traineeship, as follows:
    • Internship grant
      • 80% contribution in the following situations:
      • Traineeship for a profession with a gender underrepresentation;
      • Internships located in inland areas:
      • Internships for people with disabilities;
      • When an open-ended full-time employment contract is signed with the trainee within 20 working days of completing the traineeship.
      • 65% contribution in all other situations.
  • Natural or legal persons, of a private legal nature, with or without a profit motive.
  • Unemployed people registered with the employment services who fulfill one of the following conditions:
    • Aged 18 or over and 35 or under, with an NQF level 4 or 5 qualification;
    • Over the age of 35, who have not been granted an old age pension, provided that they have obtained an NQF level 4 or 5 qualification in the last 24 months;
    • Disabled people with a qualification level 4 or 5 of the NQF or lower.
  • Other recipients are people with NQF level 4 or 5 qualifications who, regardless of age, are registered as unemployed with the IEFP and who fulfill one of the following conditions:
    • They are part of a single-parent family;
    • Whose spouse or partner is also registered as unemployed with the IEFP;
    • Victims of domestic violence;
    • Refugees and beneficiaries of temporary protection;
    • Ex-prisoners and those who are serving or have served non-custodial sentences or judicial measures and are able to return to working life;
    • Drug addicts or alcoholics in the process of recovery;
    • Have served in the Armed Forces under a Contract, Special Contract or Volunteer Scheme;
    • Are homeless or in the process of social integration in a response defined for this purpose;
    • Those who have been recognised as Informal Carers and who have provided care as the main informal carer;
    • Other specific publics to be defined in specific regulations or by order of the member of the Government responsible for employment, depending on public policy priorities;
    • Those who have been given the promotion and protection measure of residential care.

Incentive Conditions

Internships lasting 6 months, which cannot be extended, with a view to promoting the integration of young people and other unemployed people with NQF level 4 or 5 qualifications.

Continental Portugal

For trainees
Monthly internship grant of the following amounts:
1.7 IAS* – level 4: 865.74 €
1,8 IAS – level 5: 916,67 €
