Hiring Support
The +Emprego (+Employment) measure consists of granting the employer financial support for signing an open-ended, full-time employment contract with an unemployed person registered with the IEFP.

Incentive Conditions
- Objectives:
- Prevent and combat unemployment and promote the hiring of unemployed people;
- Stimulate the creation of permanent employment;
- Support the net creation of jobs.
- Mainland Portugal.
- Financial support for hiring corresponding to 12 times the value of the social support index (IAS).
- Support increases
- 35% when hiring:
- People with disabilities;
- Young people up to and including the age of 35;
- Long-term unemployed;
- Unemployed person of the under-represented sex in a given profession where there is no 33.3% representation of one of the sexes and which appears on a specific list published by the IEFP;
- Job located in the interior of the country
- Payment of the financial support to the employer is made after submission of the acceptance form to the IEFP, in three installments, as follows:
- 40% of the financial support is paid after all the supported employment contracts have come into force, within a maximum of 20 working days after they have been submitted to the IEFP;
- 40% of the financial support is paid in the thirteenth month of the last contract started;
- 20% of the financial support is paid in the month following the calendar month in which the 24th month of the last contract started is completed.
- 35% when hiring:
- Natural or legal persons, of a private legal nature, whether profit-making or not.
- Unemployed people registered with the IEFP in one of the following situations:
- For at least 3 consecutive months
- When, regardless of how long they have been registered, they are:
- A young person aged 35 or under with a qualification level lower than level 6 on the National Qualifications Framework;
- Recipient of unemployment benefit;
- Beneficiaries of the Social Insertion Income;
- Persons with disabilities;
- Person who is part of a single-parent family;
- A person whose spouse or unmarried partner is also unemployed and registered with the IEFP;
- A person who has been given a promotion and protection measure of residential care;
- A victim of domestic violence;
- A third-country national, provided they have a permit allowing them to reside or stay in
- Portugal and which entitles them to register as a jobseeker;
- Refugee or beneficiary of temporary protection;
- Ex-prisoner and anyone serving or having served sentences or non-custodial judicial measures in a position to enter working life;
- Drug addicts or alcoholics in the process of recovery;
- A person who has been unemployed for the last 12 consecutive months prior to the date of registration of the job offer and who has no record with social security or any other compulsory social protection scheme, as an employee or as a self-employed person;
- Persons who have served in the Armed Forces under a Contract, Special Contract or Volunteer Scheme and who meet the conditions set out in Article 22(2) of Decree-Law no. 76/2018, of October 11 of October;
- A person who is homeless or in the process of social integration in a response defined for this purpose;
- Person who has been granted Informal Caregiver Status and who has provided care as the main informal caregiver;
- A person who has completed an internship funded by the IEFP less than 12 months previously;
- Person who is a beneficiary of the Interior Mais Employment Measure;
- Persons aged 45 or over.
Incentive Conditions
