Counselling

PEPAC

This support aims to promote advisory services in the agricultural and forestry sector (SAAF), encouraging farmers and forestry producers to take full advantage of the use of these advisory services. With the aim of improving the performance of their holdings in terms of economic, environmental and social results, this measure provides for the supply of the counselling service itself, as well as support for the training of counsellors from the entities that will provide the service.

Incentive Conditions

  • The counselling service is generally provided on an individual basis. However, in specific and justified situations, counselling may be provided to a group of small agricultural or forestry holdings, provided they have similar characteristics, while taking into account the specific nature of each agricultural or forestry holding.
  • This intervention responds to the need to create conditions that allow farmers and forestry owners to improve the performance of their agricultural and forestry holdings in the thematic areas covered by the SAAF.
  • To this end, support has been created to promote, in an integrated way, the provision of knowledge, applied to the concrete reality of farming or forestry, rather than the mere transmission of information. It is therefore important to distinguish between counselling and the provision of information to farmers and forest holders, since the former aims to assess the specific situation of the farm or forest in question.
  • This intervention contributes to the following PEPAC targets:
  • Number of people benefiting from counselling, training, knowledge exchange or participating in CAP-supported European Innovation Partnership (EIP) operational groups in order to improve sustainable performance in economic, social, environmental, climate and resource efficiency terms;
    • Number of counsellors receiving support to be integrated into the agricultural knowledge and innovation systems (AKIS);
    • Benefit from support for digital agricultural technologies;
    • Number of people benefiting from counselling, training, knowledge exchange or participating in CAP-supported European Innovation Partnership (EIP) operational groups related to environmental or climate performance.
  • National Territory.
  • Entity recognised in the Agricultural and Forestry Advisory System.
  • Presentation of a 3-year multi-annual action plan and its timetable;
  • Applications must be technically and financially coherent and demonstrate that funding sources have been secured.
  • Provision of agricultural and forestry counselling services
  • Number of actions per type of counselling (agricultural/forestry-based), based on a summary of specific counselling needs, identification of the target population and the geographical area of operation;
  • Actions to raise awareness and promote the respective counselling actions.
  • Entities recognised to provide services under the SAAF must demonstrate that they have adequate resources, namely in terms of qualified staff, experience, reliability and impartiality of their counsellors.
  • Training of counsellors from counselling service providers
  • Summary of counsellors’ specific training needs; identification of training activities, including the number of counsellors covered.
  • Commitments
    • Comply with the multi annual action plan;
    • Maintain the conditions for SAAF recognition.
  • The level of support is 100 % of eligible expenses, based on unit costs, per type of support.
  • The maximum amount of support per organisation is limited to €200,000 per three-year period.
