Incentive Conditions
- Support is available for the creation of new full-time, permanent jobs for individuals seeking employment, including young people, the long-term unemployed, inactive persons, and individuals willing to relocate to low-density territories for work.
- Under this call, funding is available for the creation of the following types of jobs:
- Creation of new full-time, permanent jobs associated with the expansion of existing companies;
- Creation of new full-time, permanent jobs within social economy entities.

- Cávado Intermunicipal Community (CIM Cávado)
- Terras de Trás-os-Montes Intermunicipal Community (CIM Terras de Trás-os-Montes)
- Up to 75% non-repayable grant
- 75% grant for projects located in low-density territories (24 months)
- 65% grant for projects located in other territories (18 months)
- SMEs with:
- At least one year of submitted Annual Simplified Business Information (IES) (2025)
- Economic activity under the project’s CAE (Portuguese Economic Activity Code) during 2025
- Sole Traders (ENI) and Individual Limited Liability Establishments (EIRL) located in low-density territories
- Social economy entities with approved 2025 annual accounts, including:
- Cooperatives
- Mutual associations
- Misericórdias (Charitable Institutions)
- Foundations
- Private Social Solidarity Institutions (IPSS) not included in the categories above
- Non-profit associations operating in the fields of culture, recreation, sport and local development
- Community and self-managed entities integrated within the cooperative and social sector under the Portuguese Constitution
- Other legal entities operating in accordance with the guiding principles of the social economy
- Individuals registered as unemployed with the Portuguese Employment and Vocational Training Institute (IEFP) for at least three consecutive months
- Individuals registered with the IEFP, regardless of the length of registration, provided they fall into one of the following categories:
- Young people up to 35 years old;
- Individuals aged 45 or over;
- Recipients of social benefits (unemployment benefit or Social Integration Income – RSI);
- Persons with disabilities;
- Single-parent families;
- Couples in which both members are unemployed;
- Victims of domestic violence or human trafficking;
- Refugees or foreign nationals holding a valid residence permit;
- Former prisoners;
- Individuals recovering from addiction;
- Former military personnel;
- Homeless individuals;
- Other people in situations of particular social vulnerability.
- Eligible employees also include:
- Individuals holding Level 5, 6, 7 or 8 qualifications under the Portuguese National Qualifications Framework (QNQ) who, prior to signing the employment contract, are unemployed or inactive and reside outside low-density territories, but relocate to a low-density territory following recruitment.
- Individuals who have not been registered with the Portuguese Social Security system as employees or self-employed workers during the six months preceding recruitment.
- The support is provided as follows:
- a) Through the Unit Cost for Direct Staff Costs (CDP), covering direct personnel costs.
- b) Through the application of a flat-rate percentage based on the Unit Cost for Direct Staff Costs (CDP), covering all remaining costs associated with job creation, including:
- Direct costs other than personnel costs;
- Indirect costs.
