
Banco do Fomento to advance 40 per cent of Portugal 2030 support to SMEs
Companies with projects approved or to be approved under calls for tender that have already been opened will be able to receive 40 per cent of their Portugal 2030 support in advance, using a guarantee from Banco Português de Fomento (BPF). The measure aims to speed up the implementation of European funds and encourage investment, increasing the competitiveness of beneficiary SMEs.

Companies with projects approved or to be approved under calls for tender that have already been opened will be able to receive 40 per cent of their Portugal 2030 support in advance, using a guarantee from Banco Português de Fomento (BPF). The measure aims to speed up the implementation of European funds and encourage investment, increasing the competitiveness of beneficiary SMEs.
The BPF has decided to create a financing line to provide technical guarantees worth one billion euros for beneficiaries of EU support. This financing line will be operationalised by the BPF and already has a name: Fomento PT2030. With an allocation of three billion euros, the aim of this financing line is to leverage projects competing for Portugal 2030 and speed up the implementation of European funds.
‘Banco de Fomento wants to be the right arm of European funds to support PT2030 projects, so that no investment is left behind. If companies apply for European funds, it's because they want to invest,’ emphasised Gonçalo Regalado, CEO of BPF, during the presentation of the financing line.
Speeding up the implementation of European Funds and increasing the competitiveness of SMEs
The Interministerial Coordination Commission (CIC) of Portugal 2030 justifies the measure as a way of, on the one hand, speeding up the implementation of European funds and, on the other, encouraging investment and increasing the competitiveness of SMEs. ‘It is necessary to leverage the beneficiaries‘ capacity to implement projects by introducing greater liquidity into the Incentive Systems for companies, stimulating their competitiveness, but also to speed up the implementation of cohesion policy programmes in order to comply with the principles and rules,’ reads the statement.
Who can benefit from Fomento PT2030?
All companies and beneficiaries of the Business Competitiveness Incentive Scheme, the Research and Development Incentive Scheme, the Climate and Energy Transition Incentive Scheme and the Territorial Incentive Scheme can benefit from this guarantee. The costs of the one billion euros will be covered by PT2020 reimbursements, but also by Compete 2030 beneficiary programmes and the mainland's regional programmes.
BPF Protocol, Compete 2030 and the Cohesion and Development Agency
In order to receive the 40% advance with the guarantee provided by the BPF, companies must demonstrate that they have submitted a request for a reimbursement payment of at least 5% of the approved eligible investment. They are only exempt from this condition if they present a guarantee, to cover the advance of up to 40 per cent of the approved incentive amounts, issued by a commercial bank.
According to the BPF's CEO, Gonçalo Regalado, the terms and conditions will be set out in the protocol to be signed between the BPF, the management authorities of Compete and the regional programmes and the Agency for Development and Cohesion. The aim is to finalise the work by April.
