Incentive Conditions

  • This funding programme supports the refurbishment and enhancement of Residential Care Homes for children and young people under the Social Facilities Network Expansion Programme – 3rd Generation (PARES 3.0). Its objective is to adapt existing facilities to better meet the needs of children and young people in residential care.
    • Funding is available for investment projects (Type 2 under the PARES 3.0 Regulation) involving urgent refurbishment works in social care facilities or the adaptation of premises and/or replacement of materials and equipment, provided that these interventions do not increase the facility’s capacity.
    • A Residential Care Home is a social care facility that provides accommodation and protection for children and young people who must be removed from situations of risk, in accordance with the Portuguese Law for the Protection of Children and Young People at Risk (LPCJP). These facilities must ensure the adequate fulfilment of children’s and young people’s physical, psychological, emotional and social needs, while safeguarding the exercise of their rights.
    • To be eligible under this call, 100% of the funded places must be covered by a cooperation agreement.
  • Mainland Portugal.
  • Grant of up to 80% of the total eligible reference investment.
  • Entities that promote and/or manage operating social care facilities, namely:
    • Temporary Reception Centres;
    • Children’s and Youth Residential Homes;
    • Residential Care Homes.
  • Children and young people who are subject to residential care protection measures under the child protection system.
  • The maximum eligible reference investment for infrastructure is calculated by multiplying the standard construction cost per resident (€7,600) by the number of places to be refurbished. The following additional costs are also eligible:
    • Standard construction cost per resident:
      • €7,600 (Includes construction works, external landscaping, electromechanical installations and fixed equipment).
    • Movable equipment and furnishings: 10%
      • (€760 per resident)
    • Architectural and engineering design services, project coordination, and health and safety coordination during the design phase:
      • 5% (€380 per resident)
    • Construction supervision and health and safety coordination during the execution phase:
      • 5% (€380 per resident)
    • Maximum public funding:
      • 80% of the total eligible reference investment. Any expenditure exceeding the eligible reference investment will not be funded.
