This Call for Proposals will grant the acquisition and development of new Urban Management Platforms (UMP) and the acquisition of vertical platforms to support Local Public Administration (LPA) activity, with the main objectives of: promoting greater territorial cohesion; ensuring wide coverage of the territory with UMP, contributing to the sector’s digital transition and favouring applications with a greater number of municipalities involved; generating the greatest volume of data and intelligence on the territory.

Incentive Conditions

  • This Call for Proposals will fund the acquisition and development of new Urban Management Platforms (UMP), the development of existing ones and the acquisition of vertical platforms to support Local Public Administration (LPA) activities, with the following main objectives:
    • Promote greater territorial cohesion, ensuring funding for the interior so that it can have access to more data for managing its territory;
    • Ensure a wide coverage of the territory with UWP, favouring applications with number of municipalities involved;
    • Generate the greatest volume of data and intelligence on the territory, favouring applications that are capable of generating more data services through the platforms to be implemented.
  • Portugal.
  • The amount of funding per application depends on the number of beneficiary municipalities and the average number of verticals, with a maximum of €2,000,000.
  • For the purposes of this Notice, the final beneficiaries are municipalities, groups of municipalities and intermunicipal entities (Intermunicipal Communities (CIM), Metropolitan Areas (AM) and the Associations of Municipalities of the Autonomous Regions of Madeira (AMRAM) and the Azores (AMRAA)).
  • Expenditure approved under this procedure resulting from the actual costs incurred in acquiring new UWPs, improving existing UWPs, acquiring vertical platforms and various associated components is considered eligible:
    • a) Acquisition of a new UWP, including modules, tools and integrations deemed necessary. The purchase of a UCP in one of the following models is financed:
      • i. Purchase of the UWP software or a lifetime licence to use it;
      • ii. Acquisition of cloud services to make UWP available as a service (SaaS);
    • b) Acquisition of new vertical platform(s), including modules, tools and integrations deemed necessary. The acquisition of vertical platform(s) in one of the following models is funded:
      • i. Acquisition of the vertical platform software or a lifetime licence to use it;
      • ii. Acquisition of cloud services to make the vertical platform available as a service (SaaS).
    • c) Evolution of an existing Urban Management Platform or vertical platform, including:
      • i. Updates, provided they are not intended to replace functionalities that have been financed by other European funds;
      • ii. Acquisition of new modules;
      • iii. New tools or improvements to existing tools as long as they are not intended to replace functionalities that have been funded by other European funds (e.g. the ability to extract, share, manage or analyse data, as well as produce reports and dashboards);
      • iv. Extension of the territorial area for making the UWP or vertical platform available to other municipalities in the application.
    • d) New data integrations from verticals and development of services to share them: acquisition of services to integrate and/or share data in accordance with the National Data Model Catalogue to be made available by AMA;
    • e) Acquisition of evolutionary and corrective maintenance services for the systems to be acquired/updated within the scope of this Notice;
    • f) Acquisition of support services for users of the systems to be acquired/updated within the scope of this Notice;
    • g) Acquisition of hardware for installation of PGU and/or on-premises verticals;
    • h) Acquisition of customisation and data analytics services;
    • i) Acquisition of sensors for territorial management within the scope of the ENTI domains, provided they are integrated into verticals or UWPs;
    • j) Acquisition of communications networks exclusively for the transmission of data collected by sensors;
    • k) Expenditure on promoting and publicising the UWP and/or new functionalities, which may not represent more than 5% of the operation’s eligible expenditure.
