SEA 2020

This support is part of the MAR Incentive System and aims to increase the competitiveness and viability of fishing companies through investments in fishing vessels. The aim is to improve the hygiene, health, safety and working conditions of fishermen, promote the enhancement and quality of fishery products, encourage improvements in energy efficiency and mitigate the effects of climate change by reducing its impact on the marine environment.

Incentive Conditions

  • Promoting greater competitiveness and viability of fishing enterprises through investments in fishing vessels to improve hygiene, health, safety and working conditions for fishermen, to promote the value and quality of fish products, to encourage improvements in energy efficiency, to mitigate the effects of climate change and to reduce the impact of fishing on the marine environment.
  • Mainland Portugal.
  • a) Owners of fishing vessels registered in the Portuguese continental fleet;
  • b) Fishermen, within the scope of operations falling within paragraphs a), b), c) and d);
  • c) Fishermen’s organizations recognized by the State, within the scope of operations falling within paragraphs.
  • 1 – The public support rate for the operations submitted under the scope of this Regulation is 50% of the eligible expenses, without prejudice to the provisions in the following paragraphs.
  • 2 – The public support rate is:
    • a) 80 %, on investments in small-scale fisheries that do not concern engine replacement or modernisation;
    • b) 30% in investments for replacement or modernisation of main or auxiliary engines;
    • c) 100% in investments or actions falling within the scope of paragraphs b), c) and d) that are of collective interest, are implemented by a collective beneficiary and have innovative features, where appropriate, at local level.
  • 3 – Where the operation is implemented by an enterprise that does not fall within the definition of SME, the public support rate shall be 30%.
  • Eligible investment of a value equal to or greater than EUR 1,000 for vessels with an overall length of less than 12 m and equal to or greater than EUR 5,000 for other vessels.
  • a) Within the scope of operations falling under (a) and with regard to the improvement of safety conditions on board, expenditure relating to:
    • i) Life-saving appliances including life-rafts;
    • ii) Personal flotation devices (PFD);
    • iii) Man overboard (MOB) recovery systems
    • iv) Positioning beacons (EPIRBs);
    • v) Fire prevention, detection and fire fighting equipment, including passive protection structures;
    • vi) Sewage and flood protection system, including sewage pumps and alarms, watertight doors and hatches;
    • vii) Equipment and elements necessary to improve safety on deck, namely protection during fishing operations and monitoring of fishing operations by means of internal video circuits;
    • viii) Equipment which minimises the risk of accidents on board;
    • ix) Electronic communication equipment.
  • b) Within the scope of operations falling under subparagraph a) regarding the improvement of health conditions on board, expenses with:
    • i) Provision of telemedicine care, including electronic and medical imaging technology and equipment applied to remote medical consultations on vessels;
    • ii) Provision of guides and manuals to improve health on board;
    • iii) Information campaigns to improve health on board;
  • c) Within the framework of operations falling under point a) and in relation to the improvement of hygiene conditions on board, expenditure on:
    • i) sanitary installations, kitchens, food storage equipment and cleaning equipment for maintaining sanitary conditions on board;
    • ii) Guides and manuals on how to improve hygiene on board, including the purchase and implementation of software tools.)
  • d) Within the framework of operations falling under point (a) and with regard to the improvement of working conditions on board, expenditure for:
    • i) deck railings;
    • ii) Installation or modernization of superstructures with a view to improving living and working conditions on board, including the application of anti-slip paints and rubber mats;
    • iii) Installation of cranes or load sticks to move weights on board, including loading and unloading operations;
    • iv) Work clothes and safety equipment such as waterproof safety boots, eye and respiratory protective equipment, gloves and helmets or personal fall protection equipment;
    • v) Risk analysis and assessment to identify risks to fishermen, both in ports and in navigation, in order to adopt measures to prevent or reduce such risks;
    • vi) Guides and manuals on how to improve working conditions on board;
  • e) Within the scope of operations falling under subparagraphs b), c) and d), expenditure on:
    • i) changes of gears, in particular towed gears to other gears;
    • ii) Modifications to gear in order to improve selectivity or reduce the impact on the environment;
    • iii) Equipment to reduce the impact on the seabed;
    • iv) Equipment to protect catches from predators.
  • f) Within the scope of operations falling under point (e) and as regards the improvement of vessel propulsion systems, expenditure on:
    • i) More energy efficient propellers, including transmission shafts;
    • ii) Catalytic converters and conversion of engines for biofuels;
    • iii) Energy-efficient generators, such as hydrogen or natural gas;
    • iv) Renewable energy propulsion elements, such as sails, kites, wind turbines, other turbines, or solar panels;
    • v) Econometers, fuel management and control systems;
    • vi) Investments in injectors that improve the propulsion system;
  • g) Within the scope of operations falling under point e) and as regards the reduction of energy consumption, the expenses with:
    • i) Improvement of refrigeration, freezing or insulation systems in vessels with an overall length of less than 18 metres;
    • ii) Improvement of heat recycling inside the ship, with recovery and reuse for other operations.
  • h) Within the scope of operations falling under paragraph e) and in relation to the improvement of the ship’s hull hydrodynamics, expenditure for:
    • i) Stabilization mechanisms, such as swing keels or rattles and bulbous bows, which contribute to increase stability and improve sailing behaviour;
    • ii) Non-toxic anti-fouling coatings, such as copper covers, to reduce friction;
    • iii) Ship steering mechanisms, such as steering gear control systems and multiple rudders to reduce rudder activity according to weather and sea state conditions;
    • iv) Tanker trials to provide a basis for improving hydrodynamics;
  • i) Within the scope of operations falling under point f), expenses with:
    • i) Energy efficiency audits and programmes;
    • ii) Studies to evaluate the contribution of alternative propulsion systems and hull designs to the energy efficiency of fishing vessels; – Prove to be in good standing with tax authorities, social security and Turismo de Portugal, I.P.

Incentive Conditions

Promoting greater competitiveness and viability of fishing enterprises through investments in fishing vessels to improve hygiene, health, safety and working conditions for fishermen, to promote the value and quality of fish products, to encourage improvements in energy efficiency, to mitigate the effects of climate change and to reduce the impact of fishing on the marine environment.

Mainland Portugal.

a) Owners of fishing vessels registered in the Portuguese continental fleet;
b) Fishermen, within the scope of operations falling within paragraphs a), b), c) and d);
c) Fishermen’s organizations recognized by the State, within the scope of operations falling within paragraphs.

1 – The public support rate for the operations submitted under the scope of this Regulation is 50% of the eligible expenses, without prejudice to the provisions in the following paragraphs.
