Recovery and Resilience Plan

The Vouchers for Incubators and Accelerators Grant Program provides financial support to startups allowing them to access incubation and business acceleration services. These services may include mentoring, training, networking and shared workspace, among others. The aim is to help startups grow and develop faster and more efficiently.

The Vouchers for Incubators and Accelerators Grant Program provides financial support to startups allowing them to access incubation and business acceleration services. These services may include mentoring, training, networking and shared workspace, among others. The aim is to help startups grow and develop faster and more efficiently.

Incentive Conditions

  • Support Ignition or Acceleration Programmes;
  • Support Capacity Building;
  • Supporting the reinforcement of HR.
  • The entire national territory.
  • Minimum – €30.000;
  • Maximum – €150.000.
  • Structural organizations, of any legal nature, framed in the Regulation of the “Enterprise 4.0” Incentive System, with physical presence and that typically correspond to the title “Incubators, Accelerators or Structures supporting startups”.
  • For the purposes of this call, startups are considered to be entities that take the form of SMEs, of any nature or legal form, which have been founded less than 10 years ago.
  • i. Costs with technical staff directly allocated to the implementation of the project, which must show the competences/values framed in the spirit of the call and correspond to a minimum qualification level VI (NQF), up to the value of 75% of the total eligible costs;
  • ii. Expenses related to accreditation or technological certification of human resources
  • iii. Purchasing of Specialised External Services, such as support services to the digitalisation of business processes, marketing services, products and services development, consultancy and other specialised services to pursue the project’s objectives
  • iv. Purchasing or operational leasing of equipment, as well as software licensing or subscription costs, intended for the activities to be developed within the scope of the project and that may be co-financed during the project implementation period
  • v. Costs related to the protection/valuation of intellectual property rights;
  • vi. Indirect costs.
  • The foreseen indirect costs are calculated on the simplified costs basis, supported by the applied flat rate of 15% of the costs with human resources.
  • Projects should be promoted by entities that develop or intend to develop incubation and/or acceleration services in the areas of entrepreneurship and innovation.
